I'm not from New York but I know Joe Bolton was there for a long time. I have a recording of a radio show, the Cuckoo Hour with Raymond Knight, from the New Amsterdam Theater and heard over WOR and the Mutual Broadcasting System on Sunday, February 14, 1936, at 6:00 PM (EST). The announcer is one Joseph Bolton.
I recall watching the "Three Stooges", weekdays, after school. It was a 1/2 hr. show and Officer Joe Bolton was the emcee (is that the right word?) of the show.
The actual title of the program..where "Officer Joe" Bolton would entertain and inform his viewers inbetween the reruns of "The Three Stooges" films was "The Three Stooges Funhouse".
"Police Chief Joe" Bolton would talk to "Dick Tracy" on his wrist radio..(Which I suspect was really "Police Chief Joe's" wrist watch)..but I don't recall hearing a pre recorded voice over of "Dick Tracy's" (Mr.Everett Sloane's) on the air?
Basically..I recall the chief talking into his wrist radio to "Tracy" and the scene would shift to the cartoon.
I remember the Police Chief would speak long involved instructions into his desk microphone to Tracy. No matter what the instructions were Tracy invariably answered, "OK Chief, I'll get right on it." Then, "Dick Tracy, over and out!"
Joe Bolton also served as the Police Chief host/performer of "The Dick Tracy Show" on WPIX TV Ch.11 in NYC..the series which aired reruns of The UPA "Dick Tracy" TV Cartoon was seen weekday evenings on Ch.11 from Thursday September 7, 1961 to Friday August 31, 1963.
