He didn't steal his act. Williams and Winters simply were kindred spirits, possessed by the same comedic muse.

You are correct Subsurf. Winters was arrested in San Francisco in the 60's. He wasn't the well known star then and the cops grabbed him and tossed him in Jail. It took his Manager and one heck of an explanation to get him out. I feel Robin Williams stole Winters act. When ever I see Williams performs on TV, I can see Winters performing. I guess Winters didn't care much as he did star on MORK and MINDY for a couple years. My favorite Winters segment is when he goes into an attic and picks up items and does a SCHTICK on each one. One of the original prop comics.

In one of his short-lived TV series he had a wife named Margaret. The way Winters spit out "Margaret" was a howler and all I remember.

Great comedian. Crossed the thin line between genius and insanity.
