Size only dictates capacity ... Anything underground has a better chance of survival from fallout. That is why scientists today, say that if there if there is life (albeit, microbial) on other planets/moons, it would be underground because it would be protected from solar radiation.

Not too sure about this one. The street is real, but the address would put the building in a culvert. Reminds me of the address used in I Love Lucy, "623 E 68th St." which if it existed, would put the Ricardos in the middle of the East River. That aside, I'm not exactly sure that an 8' x 8' concrete roof could offer much protection from a thermonuclear blast and the resulting radiation.
